All United States Soccer Federation (USSF) affiliates require that all referees be registered by the USSF. In order to register a referee must be qualified. Normally this means taking a USSF referee training course conducted by a qualified USSF Referee Instructor. While there is no minimum age to attend referee training, the test is written at the 7th grade reading level. Be aware that some leagues set their own minimum age for referees, primarily because of child labor laws which are enforced on a state by state basis.
The Missouri Referee Development Program (MRDP) offers both USSF Grade 8 Referee and Grade 9 Recreational Referee clinics through the four MRDP Districts, which mirror the Missouri Youth Soccer Association (MYSA) districts. Normally these scheduled entry level clinics are posted by district on the MRDP Sign up page at (http://mrdp.org/public_html/clinics/registration/). Any interested person may attend any posted clinic anywhere within Missouri to meet the requirement. After clinic completion, and in order to be assigned any youth games, a background check is also required.
USSF Grade 8 Referee - The USSF Grade 8 Referee may officiate games as a Referee or Assistant Referee in all youth games, as well Assistant Referee in higher comparable games. The Grade 8 clinic consists of a total of sixteen (16) hours of instruction. Upon successful completion of the course, that includes a passing 75%+ score on the written test after the course, candidates may register as Grade 8 Referees with the United States Soccer Federation for the current USSF Fee. Currently (2013) the Grade 8 registration fee is $40.00. The course cost is an additional $25.00.
USSF Grade 9 Recreational Referee - The USSF Grade 9 Recreational Referee may officiate games as a Referee on recreational youth games U-14 or younger and as an Assistant Referee on any game U-14 or younger. They may not officiate older youth games or adult matches. For the latter matches, you must be at least a Grade 8 Referee. The Grade 9 clinic consists of an eight-hour class. Upon successful completion of the course that includes a passing score on the written test, candidates may register as Grade 9 Recreational Referees with the United States Soccer Federation for a fee. Currently (2013) this Grade 9 registration fee is $40.00. The clinic cost is an additional $12.50.

Beginning on July 1, 2012, the following guidelines are for reference and use by USSF affiliated leagues or organizations within Missouri. These guidelines, adopted by the State Referee Committee are based on USSF Fees for 2013 in order to achieve consistency throughout Missouri, as well as serve the needs of the various affiliated games.
As soon as it is determined that an Grade 8 or 9 entry level referee clinic, or any referee re-certification clinic is needed, any League or other hosting organization should contact the District Referee Administrator within whose geographic area the clinic will be held. The 4 District Referee Administrators are;

The Lead Course Instructor will be assigned by the DRA. If there is not a qualified instructor available for the requested date, the DRA will seek an Instructor from outside that district with the consent of the SDI. A DRA may elect to delegate the coordination of clinics within a specific area to a Local Referee Administrator (LRA).
The fees for each participant will be $25.00 for the Grade 8 clinic or $12.50 per participant for any single day clinic, plus the current registration fee to the USSF upon passing the exam, if one is given. Example; the USSF registration fee for 2013 for Grade 8 or Grade 9 is $40.00. So the total fee to attend a Grade 8 entry clinic is $65.00 and a Grade 9 entry clinic is $52.50.
Unless the DRA indicates otherwise the instructor, or if multiple instructors then the lead instructor, is responsible for forwarding the registration fees and any electronic reports and paper registration forms to the appropriate DRA promptly for processing into the current registration system immediately following the clinic.
For all clinics, the hosting organization must guarantee a minimum required number of paid attendees. For Grade 8 clinics a $300.00 minimum fee to the instructor, or for single day clinics a $150.00 minimum instructor fee. If the number of attendees exceeds the minimum required to achieve the minimum clinic fee, the instructor shall be paid the greater of the fees. In addition, the instructor shall be compensated or provided lodging and other reasonable expenses (example: travel or mileage) as related to the clinic. This should include printing expenses incurred that relate directly to that clinic.

When you use the PayPal direct option, PayPal sends us an email at MRDP confirming you've paid online. We have to manually go in and release your record, provided you've created a profile. Once we do that, you'll show up on the clinic. Sometimes that may take until the next day for us to do it. Thanks for your patience.
Sorry, no. Most clinics have limited seating, usually due to local fire codes that limit how many people may occupy a building or room. If a clinic does not fill up, whether a "walk-in" will be accepted is up to the DRA, or the Instructor in charge. Such cases may be required to pay with a money order payable to "MRDP", but only if there are seats available.
For a full refund you must notify the clinic that you won't be able to attend. Any refund can only be made back to the same charge card that you originally used to pay through paypal. For a full refund, you must notify the clinic that you won't be able to attend in a timely manner. If you just don't show up, then a seat was held for you and an admin processing fee will be deducted from your refund. The admin fee covers any paypal fees that MRDP does not get back, plus an additional $1 per registration state admin processing fee. Worst case, the total fees deducted are usually less than $5.
The USSF does not have a minimum age for certification. That is because child labor laws are enforced on a state by state basis. While you can attend and be certified regardless of your age, you may not be able to get games to referee. Each league's assignor is obligated to enforce age requirements per the policy of the league hosting the games. You should contact the league assignor and ask this question before you pay for, and attend, an entry level referee clinic.
Available clinics are listed by District on the top header and on right hand side by type (right hand column). Click on the clinic header that you want to attend, look for the "sign up" button at the bottom of the page. Complete all the information, then check out to complete your registration. Upon completion of your registration for a clinic, an account will automatically be created for you. If you have registered through this website before, the registration process will confirm that we already have information for your e-mail address.
If you do not have an e-mail address please contact MissouriSDI@gmail.com to signup or by using the contact form on this web site. To register for a clinic, simply click on the "sign up" link on that clinic info page. It is important that you complete all the registration information, plus, if you're a parent remember they'll be looking for the person's name from the registration record the day of the clinic. So please use the actual person's name on this signup form that's going to take the course and become a referee. The accuracy of the information entered is very important because the data will be exported directly to USSF to create their record. If you don't have an email address, it is unlikely that you will get your re-registration notice from the USSF, or receive any updates from the state system.

You will find a list of available clinics that you may attend or any clinic you are currently signed up for, under My account. Look for the signup tab, or you may choose from the menu. You may edit your personal information here as well. Please keep your contact information with this site up to date in case of cancelation or events we need to keep you informed of.
Please note that signups for some clinics are limited because of the size of the room, or the number of available seats. Once such a clinic is full, no more signups will be allowed by the system.
